Muscle-growth evidence supports sets performed sufficiently close to failure, but it does not establish one universal RIR target for every exercise, set, training week, and lifter.

Why both statements can be true
Proximity can matter
Stopping very far from failure may create a different stimulus, especially when loads are lighter or the set is not otherwise demanding.
Failure is not mandatory
A useful stimulus can occur before the final possible repetition, while stopping short can manage discomfort and preserve later-set performance.
Fatigue changes the tradeoff
In 24 resistance-trained adults, six bench-press sets to failure caused greater immediate velocity loss than sets stopped at 1 or 3 RIR. Discomfort and perceived exertion also increased closer to failure. That acute study does not decide hypertrophy by itself, but it shows why the closest possible RIR is not a free choice.
Do not turn a trend into a prescription
The evidence can support “train sufficiently close to failure” without supporting “every set must be 0 RIR” or “2 RIR is always optimal.”
Apply RIR by exercise context
