Progressive overload and training to failure answer different questions.

Progressive overload describes how training demands change across time. Failure describes where one set ends. A program can progress without taking every set to failure.

Short answer: progressive overload is a longitudinal programming principle. Training to failure is a set-termination choice. They can coexist, but failure is not the definition of overload and is not required on every set for strength or hypertrophy.

What systematic reviews report

Failure versus non-failure

A 2022 review of 15 studies in young adults reported no significant overall difference between failure and non-failure training for strength or hypertrophy. The authors concluded that failure did not appear required, while noting subgroup findings and limited generalizability.

Hypertrophy and proximity

A separate 2022 review found no evidence that momentary muscular failure was superior for hypertrophy. It also emphasized inconsistent failure definitions and a potentially non-linear relationship.

Continuous proximity estimates

A 2024 meta-regression suggested hypertrophy tended to increase when sets were terminated closer to failure. The study estimated RIR from intervention descriptions, so it does not identify an exact personal target.

Current update

A 2026 review of 20 studies and 556 participants reported similar results for most outcomes and a small advantage for non-failure training in dynamic strength. Moderators and population limits remain important.

Why harder is not automatically better

Taking a set to failure can increase acute fatigue and discomfort. That cost may affect later sets, exercises, or sessions. Stopping before failure can preserve work quality, especially when the exercise has a high coordination or safety cost. Failure can still be intentionally used in some contexts, particularly where the exercise is stable and the program accounts for fatigue.

The evidence does not support a universal ban on failure or a universal requirement to reach it. Exercise selection, training status, volume, goal, and the rest of the program all matter.

RIR is a subjective estimate rather than an objective repetition counter. Treat the examples as interpretation, not proof of adaptation.

Failure is not a progression shortcut

A set can contain more repetitions because the lifter accepted more effort, not because capacity changed. Preserve the reported RIR, execution standard, equipment, and workout context before labeling the difference.
